Where are Nova Scotia government tenders posted?
Short answer
Nova Scotia government tenders are posted on the province's procurement portal, the NS Procurement Portal at procurement-portal.novascotia.ca, where the Government of Nova Scotia and public sector entities such as municipalities, universities, regional centres for education and health authorities advertise opportunities. Suppliers can sign up for free daily email alerts through the Tender Opportunities Notification Service (TONS) using a My NS Account. Some opportunities also run through other systems, such as SAP Ariba for e-bidding or Halifax's own bids&tenders site, so read each notice's instructions.

What is the Nova Scotia Procurement Portal and who posts on it?
The Public Procurement Act defines the procurement portal as the public procurement website maintained and operated by the Crown in right of the Province, and defines a public tender notice as an advertisement of a public tender on that portal. The province's web pages call it Nova Scotia Tender Notices, its TONS set-up guide calls it the NS Procurement Portal, and you search it at procurement-portal.novascotia.ca/tenders. You can filter by current, closing or awarded tenders, tender ID, department or agency, description and category.
The Act applies to the Government of Nova Scotia and to public sector entities. In the Act, that covers government reporting entities such as departments, education entities, health authorities, housing authorities and Crown corporations, plus municipalities, municipal water utilities and service commissions. The province's list of covered entities (as of June 2025) includes:
- Provincial departments, government business units, Crown corporations and agencies, boards and commissions.
- Municipalities, including Halifax Regional Municipality, Cape Breton Regional Municipality and the province's counties, districts, towns and villages.
- Academic institutions, including Dalhousie University, Acadia University, Saint Mary's University, Cape Breton University and Nova Scotia Community College.
- Schools: the seven regional centres for education and the Conseil scolaire acadien provincial.
- Hospitals: Nova Scotia Health Authority and the IWK Health Centre.
Under the Act, each public sector entity must post public tender notices and contract award information on the portal for procurements that exceed applicable trade agreement thresholds. The province says tenders are posted for at least 15 days, and longer depending on complexity.
Which Nova Scotia purchases are posted publicly?
The province's thresholds, effective January 1, 2026, apply to government and public sector entities. In every band, the buyer uses an existing standing offer first.
- Under $10,000: if there is no standing offer, the buyer approaches a business directly.
- Goods from $10,000 to $34,699, or services and construction from $10,000 to $138,999: a limited competition for quotes from 3 or more suppliers.
- Goods over $34,700, or services and construction over $139,000: a competitive procurement open to any business, advertised on Nova Scotia Tender Notices.
So the portal shows the open competitions. The smaller, invited work and anything bought off a standing offer will not appear there as a tender. The province lists current standing offers from government and public sector entities on a separate page, and publishes alternative procurement award notices. The province says it uses alternative procurement practices in urgent, specialized or exceptional circumstances.
How do I register and get Nova Scotia tender notifications?
The province's alert service is the Tender Opportunities Notification Service (TONS). The province says it is available to all businesses and there is no cost to use it. You sign in with a My NS Account. The steps below follow the province's TONS quick set-up guide.
- Go to procurement-portal.novascotia.ca and select Login/Create Account.
- If you are new, create a My NS Account with 2-step verification, enter the confirmation code you are emailed, choose the supplier role and select Request Access.
- Log in to the NS Procurement Portal and select Send me Notifications.
- Enter your company information.
- Choose Select All Commodities to receive every tender notice published the previous day, or select up to 10 individual commodities that match what you sell.
- Complete your supplier profile and select Get Notifications.
Once registered, you can receive notices from the next business day. Emails go out every day at 6:00 am with summary information for each matching tender notice and a link to its details page. From the Tenders Dashboard you can also add opportunities to a Watchlist. The province's TONS guide does not say whether addenda trigger an email, and the province's selling to government page says addenda are posted with the original notice and suppliers must check for them and note them in their bid.
Anyone can respond to a tender, but the province says a contract can only be awarded to a supplier registered with the Registry of Joint Stock Companies, or its home jurisdiction, and in good standing.
Do I need SAP Ariba to bid on Nova Scotia tenders?
For some tenders, yes. The Government of Nova Scotia and Nova Scotia Health use SAP Ariba for e-bidding, and the province's supplier steps say you need an Ariba Discovery account to submit e-bids for high-value competitions run by government departments, Nova Scotia Health and the IWK Health Centre.
- The tender notice states whether it is an e-bidding opportunity.
- For an e-bidding opportunity, you must register or sign in to download the documents and respond, and you can only respond electronically through SAP Ariba. Paper and email responses are not accepted.
- For some invitational competitions, SAP Ariba emails the invited suppliers a link to the event.
- Where a construction bid needs a bid bond, it must be a validated electronic bond attached in SAP Ariba with the bid.
Where does Halifax Regional Municipality post its bids, and what about federal work?
Halifax Regional Municipality says that all of its public bid opportunities issued on or after May 1, 2023 are advertised through Halifax's bids&tenders webpage, at halifax.bidsandtenders.ca. Opportunities over applicable trade agreement thresholds are also advertised on the Nova Scotia Public Tenders website and on CanadaBuys. Halifax says vendors are responsible for staying informed of current and upcoming opportunities.
Halifax says goods and services under $10,000 are acquired by municipal departments through invitational processes. For those invitational opportunities, Halifax keeps a database of social value suppliers, and it encourages interested suppliers to register as a social value supplier on bids&tenders and to complete its Social Value Supplier Questionnaire, so they might be included in invitational bids that are not issued through the bidding system.
Federal government work in Nova Scotia is published on CanadaBuys, which lists tender opportunities covered by Canada's trade agreements that meet the agreement thresholds. Some Nova Scotia public sector entity notices also appear on CanadaBuys, but those copies state that they may not reflect amendments and point back to the Nova Scotia Procurement Portal for documents and up-to-date addenda.
Where do suppliers most often miss Nova Scotia opportunities?
What I see most often in Nova Scotia is a supplier watching one site when the work is spread across several. The official sources point to these gaps:
- Narrow TONS settings. If you pick individual commodities, you are limited to 10, and you only hear about notices filed under those. Selecting all commodities is the broader option.
- Relying on the CanadaBuys copy of a provincial notice. Those copies say they may not reflect amendments, so get documents and addenda from the Nova Scotia portal.
- Missing addenda. Addenda are posted with the original notice, and the province expects you to check for them and note them in your bid.
- Watching only the provincial portal for Halifax. Halifax advertises all its public bids on its own bids&tenders site, and only those over trade agreement thresholds also go to the provincial site and CanadaBuys.
- No Ariba account when an e-bid closes. High-value government and health competitions can require a response through SAP Ariba only.
- Work below the posting thresholds and work bought off standing offers. Neither is advertised as an open tender, so getting on standing offers and invitational lists comes first.
